libpng in static library and dll versions

Naming Conventions:
libpng-vc{version}.lib are static libraries
png-vc{version}.dll and png-vc{version}.lib are dlls and stub libraries
there is no vc{version} suffix on items compiled with Visual C++ 6

All binaries have .rc files for version info specifying which compiler used and that these are 'special builds'

No source files were modified the

Developer package (in debug and release versions) contain header files, static and dll stub libs, and debugging symbols.
Binary packages (in debug and release versions) contain dlls

Source package contains original source and msvc projects in five versions
